The standard scoring/grading criteria that moves from feedback about the presentation to feedback about … The Person For example, examine the scoring criteria for “Clarity:” which appears exactly the same on over 90% of the 60 or so Pathways projects Clarity: Spoken language is clear and is easily understood (evaluator is to select 123,4, or 5) 5 – Is an exemplary public speaker who is always understood 4 – Excels at communicating using the spoken word 3 -“ Spoken language is clear and is easily understood 2 – Spoken language is somewhat unclear or challenging to understand 1- Spoken language is unclear or not easily understood 5 and 4 are about the person not the presentation. I guess these would never be applied to a new member or icebreaker ? or what exactly does “always” mean? Is it supposed to mean “always in this speech” or is the evaluator supposed to have experience with this speaker before this presentation?

Logic says, it only means during the length of the speech and not about the person in general. Also, I agree that it could have been worded better to avoid confusion.

All five criteria are "about the person" - at least for the duration of the speech. How did this person perform in this setting at this time?
A rank score of '3' means that the speaker is competent and capable with respect to this task. A rank score of '5' means you think this person speaks at a professional level (think 'great Shakespearean actor') who has nothing to improve upon. It's possible someone in your club is at that level, but not likely.
