My question is "Why?" What does this gain someone?
There's no need for anyone to edit the published text, and the comment fields are all 'fillable pdf'. (You might have to download from the Evaluation tab on your Base Camp home page to get this feature.)

It may not be of interest to all, feel free to ignore this. Not every tool and option is of interest to all indeed.
There is limited space for feedback in the comment boxes next to the ratings categories -
Try typing in 10sentences in one comment box on the pdf and the limitation will be apparent that the entire feedback is not visible when printing in the pdf

First, if you're talking about the fields on the bottom of page 1, note that you don't need to waste any of this space talking about the speakers skills as listed on page 2. You can use the fillable fields on page 2 for this.
Second, if you're needing ten sentences for your evaluation - I would wonder if you're going into too much detail. Evaluations are not meant to be in-depth critiques, they are meant to focus on the one or two things (three at most) that the speaker did well - etc. Any more than this is only going to confuse the speaker.
Also, nobody says you have to write grammatically correct sentences.

Indeed, the extensive evaluation and feedback done in most advanced clubs and by many members in many regular clubs are not for everyone. Further, no grammarian review written evaluations for correct and appropriate grammar and usage, that is left for the evaluator in how they like to help the speaker.

And TI has recognized this format is better for accessibility and makes all evaluaion resources available in MS word format per member needs.
