Create a Path where member could choose Level 3/4/5 required projects from the Level 3/4/5 required projects of any paths

Toastmasters District 4's web page has a great summary of Pathways that lists the required and elective projects in each path. If you look at the data, you'll see that while the required projects are different, the electives available in each path are pretty much the same. You'll also see that some of the required projects are electives in other paths. Thus, what you're asking for is effectively already available.
(This, to me, is a great example of setting up a straw-man argument against Pathways. An attempt is being made to offer a suggestion to "improve" the program, but it's based on what the author 'thinks' is included in Pathways - and doesn't look at how the program is actually set up.)

This is not an argument against pathways it is a request to make it even more flexible.
Imagine I like the require project for one path and the required projects for 4 and 5 from other paths, not that complex.
Where is the harm in allowing more choice among the 59 projects, especially after a member has done a path or two already?
In fact I completed one path and am working on two more and completed one term as Pathways Guide and am in the middle of another term, so I have some understanding of how pathways works. and have reviewed virtually all TI documents in it.
Any difference of opinion does not come from not understanding Pathways :-)
