Despite what Basecamp says - this is not required (by the system) It is not widely known and even less widely used. In reality, it is a courtesy notification. Especially in an example for dual members who may be doing a speech in club A, there is no real need to inform club B of that now nor in the past NOTE: allpathways speeches may be done outside a club meeting environment, outside of the home club or even completely outside of Toastmasters from Basecamp: Add External Training Complete an Assignment Outside of Your Club External training is designed to help you complete an assignment outside of your home club. You need the approval to complete an assignment in another club or outside of the Toastmasters environment. To request and complete an assignment outside of your home club, follow these steps: - Complete all fields on this form and select Submit.
- This request will be forwarded to your vice president education.
- When your vice president education approves this request you will receive a notification.
- When you have finished your assignment, mark external training complete on your transcript.
- Your vice president education will receive an automatic notification to validate your assignment.
- When they have validated it, the external training will appear as complete on your transcript.

I view these "outside training" requests as both a courtesy and a precautionary measure. They're a courtesy to your VPE, in that they help him/her better track your club's progress in the various educational programs. They are precautionary in that they provide an audit trail you can point to when new officers take office that weren't aware of the arrangements you made with the previous VPE. If someone questions "did you really do this project over at XYZ?", you can point to the approvals here as evidence that yes, you did indeed do this project over there.

Yes, this is done now in clubs using easy-speak. For them it would be redundant in Basecamp. For non easy-speak clubs, Basecamp tracking could be improved / enhanced a bit on same model... Easy-speak progress reports would be good fro basecamp to mimic - the wheels have been invented
